Unmet Transit Needs
Overview
Each year, ICTC works with the transit providers and the public to identify any transit needs that are not currently being met. This process, called Unmet Transit Needs, is a requirement of the Transportation Development Act (TDA). As the Regional Transportation Planning Agency for Imperial County, ICTC administers TDA funds and conducts Unmet Transit Needs outreach and reporting. Once comments have been collected, ICTC staff use the adopted Unmet Transit Needs (UTN) definitions to determine if request is reasonable to meet. If there are any unmet transit needs requests from the public that are determined reasonable to meet, those needs must be met before TDA funds can be spent on roadway projects.
2026-27 Unmet Transit Needs Survey Available through March
The 2026-27 Unmet Transit Needs survey is available from February 4th, through March 13, 2026.
In addition to the survey, ICTC will be holding a public hearing to receive input regarding potential unmet transit needs in April 2026.
Unmet Transit Needs are defined as existing transit services or service variants, including services where transfers may be necessary to complete a trip, that are not adequately meeting the identified transportation needs of residents of the ICTC Transportation Planning in Imperial County Area who are likely to use public transportation. This includes, but is not limited to: trips for education and training (excluding exclusive school bus transportation), employment, healthcare services, personal business, recreation, and social services.
The ICTC Social Services Transportation Advisory Councils (SSTAC) were established under the requirements of the Transportation Development Act (TDA), to ensure that unmet transit needs are identified within the Imperial County Regional Transportation Planning Area (RTPA).
The SSTAC reviews information on possible unmet transit needs in Imperial County, as part of the Unmet Transit Needs Process. The SSTAC may also be called upon to provide input on other transportation issues facing transit reliant citizens.
The SSTAC is a direct advisory council to the ICTC Commission and includes representation as directed by statute.
ICTC adopted a “Reasonable to Meet” standard based on several criteria that analyze how accommodating that transit need will affect the rest of the transit system that it relates to. If it passes the criteria then it is found reasonable to meet and pending the availability of TDA funds changes will be made to accommodate the need.

There are numerous ways to provide your comments to the ICTC Commission on your Unmet Transit Needs:
Written comments may be submitted via email to the UTN Coordinator at gustavogomez@imperialctc.org or by regular mail sent to the ICTC offices (see address above). Written comment will be shared with the Commission in advance of the meeting if received by the Coordinator at least 24 hours prior to the meeting. Otherwise, they will be shared after the meeting.
Public comment may be made in person at the ICTC offices. You will have 3:00 minutes to speak, unless a different time is set by the Chair. Please complete a speaker form and provide it to the coordinator.
No public comment will be taken through live stream or by telephone
