The meeting was called to order at 10:05 a.m. A quorum was present, and introductions were made. There were no public comments made.

 

1.                   Minutes were not approved. Quorum was not present

 

2.                   Comprehensive Operational Analysis

(Presented by Consultant Jarrett Walker Staff)

 

Mr. Soto presented an update on the Comprehensive Operational Analysis.

 

 

After the presentation, Committee members provided comments, Mr. Campos from the City of El Centro mentioned various community events that take place in the City of El Centro, where residents naturally gather, as ideal opportunities for consultants to conduct surveys and engage with the public.

 

Mrs. Padilla, from the consultancy team, noted that they have been conducting surveys throughout the County and they will continue to do so.

 

3.                   Caltrans Updates / Announcements                                                                          

 

Mr. Safaie shared Caltrans updates

 

-          Friday, November 28, 2025, is the final submittal deadline for (Allocation & Time Extensions) for the January 29-30, 2026, CTC meeting.

-          Friday, November 21, 2025, at 5:00 pm is the deadline for the Sustainable Transportation Planning Grants. $ 34.5 million in funding available.

-          DBE program is suspended effectively on 10/3/2025. No contracts utilizing federal funds dated today and after are allowed to have a DBE contract goal.

 

4.                   SCAG Updates / Announcements                                                                             

No updates were given.

 

5.                   ICTC Updates / Announcements                                                                              

 

Mr. Aguirre and Mrs. Flores provided ICTC updates

 

-     Calexico Intermodal Transportation Center is projected to be completed by March 2026.

-     IVT Ride Now modifications increased usage of the service so far.

-     RFP for the Environmental and Design Service of the new ICTC/IVT Operations and Maintenance Facility has been issued on September 26, 2025, and it is due on November 14, 2025.

-     SCAG will be releasing their recommendations project list for the CMAQ & STBG grants by December 2025.

-     ICTC is working with Caltrans to allocate funds for the road bridge rehabilitation project at 2nd Street/Anza Road.

-     ICTC received approval to proceed with ROW acquisition from the California Transportation Commission (CTC) in June 2025. The project has it stands now, it is fully funded.

-     Mrs. Flores provided a brief presentation regarding the EV Charging Feasibility Study goals and next steps.

                    

6.                   Cities and County Planning / Public Works Updates:

Updates were given by the agencies.

                 

7.                   General Discussion / New Business

New businesses were shared by the agencies.

 

The next TAC meeting will be on November 20, 2025, at 10:00 a.m., via Zoom for the public and in person at the ICTC offices.
