The meeting was called to order at 10:04 a.m. A quorum was present, and introductions were made. There were no public comments made.

1.                   A motion was made to adopt the minutes for September 25, 2025 (Falomir/De Leon), Motion Carried.

2.                   A motion was made to adopt the minutes for October 23, 2025 (Ortiz/Falomir), Motion Carried.

4.                   Caltrans Updates / Announcements                                                                          

            Mr. Lopez-Rangel shared Caltrans updates

-          He asked the agencies to check the engineer’s estimate when submitting the 3A, and to use the built-in engineer’s estimate on that form. It helps to confirm all information is matching to proceed.

-          He will be sharing updates on the DBE program in the coming days.

5.                   SCAG Updates / Announcements                                                                             

Mr. Salgado shared SCAG Updates

-          December 19th, 2025, is the deadline for nominations for the SCAG Sustainability Awards.

6.                   ICTC Updates / Announcements                                                                              

            Mr. Aguirre and Mrs. Flores provided ICTC updates

-      Calexico ITC is scheduled to complete construction in March 2026.

-      A survey is ongoing related to new routes proposed on the Comprehensive Operational Analysis. A flyer with a QR code to access the survey was shared.

-      ICTC is working on the ROW acquisition for the Calexico East ITC.

-      FY 2024-25 Local Streets and Road Annual Expenditure Report due December 1, 2025.

-      LPP submittal to Kayla Geise for January CTC meeting no later than December 5, 2025.

7.                   Cities and County Planning / Public Works Updates:

Updates were given by the agencies.

8.                   General Discussion / New Business

New businesses were shared by the agencies.

The agencies proposed moving the next TAC meeting from December 18 to December 11, 2025, at 10:00 a.m., via Zoom for the public and in person at the ICTC offices.
