1. Mr. Gomez called the meeting to order at 10:10 a.m. A quorum was present.
Introductions were made.
2. Minutes were adopted for May 07, 2025, and September 3, 2025. (Garcia, Sanchez), Motion was carried.
3. Comprehensive Operational Analysis: Presentation by Jarrett Walker & Associates
The Consulting Team for the Comprehensive Operations Analysis will be conducting surveys at the following upcoming events:
· October 23–25: Transit Stop Pop-Up Events
· October 25: Heber Fall Festival
· November 8: Brawley Cattle Call Chili Cook-Off
· November 15: Holtville Veterans Day Event
4. Reappointment of Voting Position;
Mr. Gomez explained to SSTAC members that several voting positions are set to expire, which includes;
- 1 position for Category 1, Potential Transit User
- 2 positions for Category 3, Consolidated Transportation Service Agency (CTSA).
- 2 Positions for Category 5, Service Providers for Limit Means.
5. Installations of officers:
Mr. Gomez asked if there are any volunteers or nominations for SSTAC Chairperson/Vice-Chair
- Ms. Enz has accepted to be SSTAC Chairperson.
- Mr. Hack has accepted to be SSTAC Vice-Chairperson.
(Leal, Garcia), Motion Carried.
6. CTSA Reports
Mr. Gomez presented the following information:
- Comprehensive operational Analysis, continuing with outreach for the next couple of months.
- The Calexico ITC is currently in the construction phase, with some delays due to recent rain. The Calexico ITC is tentatively scheduled to be completed by April 2026.
- Bus Stops Improvement project, which will include several stops in El Centro, Calipatria, and Westmorland. We are currently working on the RFP to obtain construction
- For contactless payment options and real-time bus tracking updates, we’ve received proposals that include a pilot program involving the installation of iPads at the front of the buses. This will allow passengers to pay using their credit cards or mobile devices. The contract is expected to be awarded in October. The project will be ongoing to implement contactless payment by the beginning of next year.
- The ICTC Maintenance and Operations Facility project currently has an RFP out for design services for the facility. We plan to acquire or construct a facility that will consolidate all operations in one location. We are in the process of finding a consultant to design the facility
Ms. Baca presented the following information:
- Attended an Event at Sunflower School to provide information on all services.
- Reached out to all high schools to share details about IVT RIDE NOW.
- Attended a fair at IVC to inform students about IVT RIDE NOW.
- Connected with case managers at Pioneers Hospital and delivered a presentation for their team.
7. Transit 101
Mr. Gomez presented ICTC transit services to SSTAC members.
8. Transit Operator Reports:
Imperial Valley Transit:
Mr. Sanchez had the following report:
- Service is operating normally.
- During the storm, we experienced a slight setback with the routes, but we were still able to ensure everyone arrived safely at their destination.
IVT Access:
Ms. Pacheco had the following report:
- IVT Access is running as normal. IVC is back to session
- We are also working with Alegria, DayOut, El Centro, Brawley, and the Medical appointment
IVT Ride:
Mr. Guillen had the following report on all IVT Ride services:
- IVT RIDE NOW started September 2, 2025. The passenger count has gone up since the new service started.
- IVT RIDE NOW West Shores service was temporarily suspended during the storm after CHP advised that the area was inaccessible due to flooding. Once the storm passed, we were able to get our passengers the rides they needed
-IVT RIDE NOW tickets are only available for seniors and passengers with disabilities.
IVT MedTrans:
Mr. Guillen had the following report:
- IVT Med Trans Transportation runs four days a week (Mon–Thu or Tue–Fri), with trips to South Bay or Chula Vista every second or fourth week.
9. General Discussion
- SSTAC members were encouraged to present at the next SSTAC meeting. Members will be invited to give a 5-minute overview of their agencies.
