Call for Projects for Local Partnership Formulaic Program (LPP) Cycle 3 and Cycle 4
The requirements outlined in Attachment 1 include:
A Cover letter (Local Agency Cover letter)
A Cover letter from ICTC nominating your agencies project
The screening criteria, which includes the ePPR (submitted in CalSMART, but must be attached to the application as a PDF) and the performance metrics** (these have been required since the 2020 LPP cycle)
General information about the project (Attachment 1 lists specific items CTC is requesting
Project delivery details
Project funding plan details (including a chart that outlines the total project cost)
Performance Metrics: The required Performance Metrics in Appendix C (in the guidelines) may be submitted as part of the ePPR.
Performance metrics must be applicable and relevant to the proposed project scope and support the narrative of the project.
The SB 1 Technical Performance Measurement Methodology Guidebook provides instructions on how to complete required performance metrics.
Matching Requirements – Projects funded with Formula LPP funds require at least a one-to-one match of private, local, federal, or state funds. The matching funds must be expended concurrently and proportionally to the Local Partnership Program funds. For more matching requirements details, please refer to page 6 of the LPP Guidelines.
Timely Use of Funds and Reporting Requirements – LPP funds are subject to the CTC’s Timely Use of Funds policy and reporting requirements described on pages 15 and 16 of the LPP Guidelines respectively.
Project Applications – Project applications (due to ICTC by 5:00 PM Thursday, November 10, 2022 must include the following completed items:

State Transportation Improvement Program (STIP)
The STIP provides funding for Imperial County’s larger transportation projects on the State Highway System over a 5-year period. The STIP is administered by the California Transportation Commission (CTC) and is updated every other year (biennially). Below is the current STIP Recommendations for Imperial County prepared by the Imperial County Transportation Commission (ICTC) with consultation by Caltrans District 11.
