1.       The meeting was called to order at 10:04 a.m. A quorum was present, and introductions were made. There were no public comments made.

 

2.       Adopted resolution authorizing remote teleconference meeting in accordance with Assembly Bill 361. ICTC requested a motion to adopt. (Campos/Atondo). Motion Carried.

 

3.       A motion was made to adopt the minutes for April 28, 2022 (Galvan/Anguis) Motion Carried.

 

4.       Active Transportation Plan (ATP) Cycle 6: Update:

(Presented by: Virginia Mendoza, ICTC)

-          State Deadline: June 15, 2022, must be turned in to California Transportation Commission

-          Regional Share is only available if the individual has applied for the State Call

-          Letters of Support can be requested by ICTC and Regional representatives (SCAG)

-          To submit a letter of support for approval, contact ICTC.

-          A poll took place to see who is planning to submit for the State Call.

-          Funding Available for Fiscal Years 2023-24, 2024-25, 2025-26, and 2026-27

-          Public Participation Process: Regional Active Transportation Plan can be made available if needed

-          There might be Public Outreach that can support specific projects done already. If any local agencies are interested, please contact ICTC.

-          Ben Guerrero, Caltrans, mentioned that the ATP Augmentation Discussion was rescheduled for Thursday, May 26, 2022 from 1:00 p.m. to 4:00 p.m.

-          Attendees registered for the April 27th Discussion will remain registered for the May 26th Discussion.

-          David Salgado, SCAG, added that $500 million dollars were added to ATP. There is also potential for the Regional Shares to be increased as well.

5.       Imperial County Hydrology Manual:

(Presented by: Frank Fiorenza, Imperial County Public Works)

-          The Imperial County Hydrology Manual was presented.

-          On April 13th, a copy of the Hydrology Manual was sent to Public Works Directors and Engineering groups

-          The main purpose is to get the Manual Adopted

6.       Caltrans Updates / Announcements:

-          As of  April 15, 2022 the INACTIVE and Future Inactive list was updated. No action is required.

-          May 6, 2022 was the deadline to submit Inactive invoices.

-          Notify Caltrans with any anticipated submittal date for a forthcoming inactive project invoice.

-          Obligation Authority (OA) funds for redistribution are dwindling faster than in prior years.

-          Transmit all RFA details on LAPM Exhibit 3-A and use the newest version from January 2022- https://forms.dot.ca.gov/v2Forms/servlet/FormRenderer?frmid=LAPM3A

-          FHWA now requires status updates quarterly. Email the Local Assistance Program Support Analyst, Alma Sanchez, at Alma.Sanchez@dot.ca.gov .

-          Federal Fiscal Year (FFY) 21/22 Requests for Authorization Obligations Due – Deadline Has Passed!

-          Funding Requests for Authorization (RFA) during this federal fiscal year were due by January 31, 2022.

-           Note the Obligation Authority (OA) funds for redistribution are dwindling faster than in prior years.

-          2023 Active Transportation Program Call for Projects: All applications are due by electronic submission by June 15, 2022.

-          The Active Transportation Program Possible Funding Augmentation Discussion scheduled for Wednesday, April 27, 2022, has been rescheduled for Thursday, May 26, 2022 from 1:00pm to 4:00pm.

-          Attendees registered for the April 27th Discussion will remain registered for the May 26th Discussion. Registered attendees will receive an automated email from the GoToWebinar system of the date change.

-          June 1, 2022 – Annual Deadline for Local Assistance Procedures Manual Exhibits 9-B &      9-C!

-          On May 2, 2022, the list of active project end dates was updated. To avoid expiration, action is required by ICTC and the County of Imperial, as well as the City of Calexico.

-          2022 Local Assistance Publication Updates: Caltrans has released updates to the 2022 Local Assistance Procedures Manual (LAPM) and the Local Assistance Program Guideline (LAPG). All changes appear in Local Programs Procedures (LPP).

-          Disadvantaged Business Enterprise (DBE) Update:

-          Exhibit 9-F must accompany every invoice that involves payment to a DBE subcontractor.

-          Quality Assurance Program (QAP) approval expires in January 2022 for the City of Imperial.

-          Subsidized Classes for Local Agencies are available to apply.

-          Both the Federal Aid Series and Resident Engineers Academy courses fill-up quickly.

-          Single Audit Report Training Recording & Presentation on January 20, 2022, Caltrans Division of Local Assistance hosted training for submission of the Single Audit Report package and exemption letter.

7.       SCAG Updates / Announcements:

-          SCAG 2022 Sustainability Awards: SCAG’s 2022 Sustainability awardees were recognized at the SCAG 2022 General Assembly “Sustainability Awards Luncheon.”

-           Seven innovative projects across the region were awarded to recognize and highlight those member agencies who are implementing innovative and sustainable projects which meet the ongoing goals of Connect SOCAL development and implementation.

-           The City of El Centro won the award for “Housing Innovation” with its “Lotus Living Tiny Home Project.”

-          05/04/22 & 05/05/22 – Sustainable Transportation Planning Grant Program: The California Department of Transportation (Caltrans) held two application guide workshops for the fiscal year 2023-24 Sustainable Transportation Planning Grant Program

-          CALL FOR APPLICATIONS RELEASED FOR COMMUNITY ENGAGEMENT MINI-GRANTS

-          On March 28, with support from the California Office of Traffic Safety (OTS), SCAG released its Call for Applications for the Go Human Community Engagement Mini-Grants Program to support creative, community-driven traffic safety and engagement projects

-          SCAG will award up to $15,000 to 25 selected projects. To access the application or to learn more about the upcoming information sessions and eligibility, please visit the Go Human webpage. Applications were due Friday, April 29.

-          Additionally, SCAG is accepting orders for Go Human marketing and advertising now.

-          REAP 1.0 PROGRAM HIGHLIGHT

-           With program implementation well underway for the Regional Early Action Planning Grants (REAP) 2019 program, SCAG has seen some notable successes in the recent months, with almost 60 projects having kicked off by March 2022.

-           These projects include housing element technical assistance, accessory dwelling unit (ADU) analysis, model ordinance templates, affirmatively furthering fair housing (AFFH) analysis, surplus land inventories, housing-supportive infrastructure inventories, and outreach and education across various projects.

8.       Cities and County Planning / Public Works Updates:

      -     Local agencies gave an update on their local projects in progress.

a.       Transit Planning Updates

- In the process of pursing Federal Transit Funding to reinstate the free fare program that was ongoing during the pandemic.

b.    Transportation Planning Updates 

1.       Long Range Transportation Plan (LRTP) Update

-          The Project website will soon be live where the data gathering, and deliverables will be located.

2.       FY 21/22 Federal and State Project Obligation Status

3.       CMAQ & STBG Programming Status

-          ICTC will do a final review of all projects making sure all back-up documentation is there

-          ICTC will program the CMAQ & STBG Projects in the FTIP on June 7, 2022

-          Once the FTIP Formal Amendment Approval is received by: SCAG, Caltrans and FHWA, local agencies can begin
