This is an opportunity for members of the public to address the Commission on any subject matter within the Commission’s jurisdiction, but not an item on the agenda. Any action taken because of public comments shall be limited to direction to staff. When addressing the Commission, state your name for the record prior to providing your comments. Please address the Commission as a whole, through the Chairperson. Individuals will be given three (3) minutes to address the Commission; groups or topics will be given a maximum of fifteen (15) minutes. Public comments will be limited to a maximum of 30 minutes. If additional time is required for public comments, they will be heard at the end of the meeting. C.            Low Carbon Transit Operations Program (LCTOP) Application for FY 2025-26 Funds

The Management Committee met on April 8, 2026, however a quorum was not present, therefore staff forwards this item to the Commission for their review and approval after public comment, if any:

1.             Authorize the ICTC Chairperson to sign the attached resolution.

2.             Authorization for the Execution of the LCTOP Project application: Calexico on Demand for eligible transit operations.

VI        ACTION CALENDAR

A.                  Fifth Amendment to the Agreement between the Imperial County Transportation Commission (ICTC) and Nomad Transit, LLC (Via) for the operation of the Calexico Microtransit Service funded by the Clean Mobility Options (CMO) Voucher Pilot Program and the Low Carbon Transit Operations Program (LCTOP)

The Management Committee met on April 8, 2026, however a quorum was not present, therefore staff forwards this item to the Commission for their review and approval after public comment, if any:

1.                   Approve the Fifth Modification to the agreement between ICTC and Nomad Transit, LLC (VIA) for the Calexico On Demand service in the amount of $1,101,125.00 modifying the total contract value to $4,100,000.00. The modification is contingent upon receipt of said additional funding.

2.                   Authorize the Executive Director to sign Modification No. 5.

            B.            Calexico Intermodal Transportation Center – Award of Contract for Security Services

The item was not available for submittal to the management committee, therefore staff forward this item to the Commission for their review and approval after public comment, if any:

1.                   Approve the award of the Agreement for the Calexico Intermodal Transportation Center Security Services to Southwest Security for a total annual not to exceed amount of $140,000.00/year. Services will be billed on an hourly basis per services rendered.

2.                   Authorize the Chairperson to sign the agreement.

                C.            Bus Stop Improvement Project – Construction Contract Award

                                The item was not available for submittal to the management committee, therefore staff forward this item to the Commission for their review and approval after public comment, if any:

1.                   Approve and Authorize the Chairperson to sign the Agreement and all required documents for construction services between ICTC and Pyramid Construction and Aggregates, Inc. for the Contract Price of $754,622.56.

VII.           MEETING DATE AND PLACE

A.                  The next meeting of the Imperial County Transportation Commission is scheduled for Wednesday, May 27, 2026, at 6:00 p.m., at the ICTC Offices located at 1503 N. Imperial Ave., Suite 104, El Centro, CA 92243 and remotely via Zoom Meeting for the public and non-voting members.
