1.       Ms. Enz called the meeting to order at 10:02 a.m.                                           A quorum was present.

Introductions were made.

 

2.       Minutes were adopted for December 3, 2025                                                  Motion was carried.

3.       CTSA Reports

Mr. Gomez presented the following information:

-          Bus stop improvement project in El Centro, Calipatria, and Westmorland scheduled for bidding next week. We aim to hire a contractor to finish these projects by the end of this year.

-          The Comprehensive Operations Analysis (COA) Study is nearing completion of the final concept drafts. A third round of outreach is planned for February and March, and the final draft will be presented at a future SSTACT meeting

-          The GTFS study, awarded in December, will provide bus tracking options for passengers. We are installing routers on the newer buses and will activate the system once installation is complete. An installation company is assisting with the work, and we expect this to be ready in the coming months.

-          The contactless payment system is expected to be awarded in February and will work with the GTFS feed.

-          The Calexico ICTC project is under construction and is expected to be completed by the end of April.

-          We are working on bus stop maintenance in Calexico and El Centro. We are also working with other cities to set up a Memorandum of Understanding (MOU) to begin maintenance. Please report any dirty or graffiti- covered bus stops to ICTC.

Ms. Baca presented the following information:

-          The 2025 Calexico and Imperial Parade was a great success, thanks to the dedication and hard work of our ICTC staff. 2025 Parade was a great success with our ICTC staff

-          Recent events for senior apartment residents took place in El Centro and Calexico

-          A few events are coming up next month.

 

4.       UTN Letter to the Hearing Panel Reviews     :

Presented by Mr. Gomez:

-          Panel discussed and updated the UTN list. 

 

5.       Transit Operator FY 2026-27 Quarter 1 Reports:

           Imperial Valley Transit:

           Mr. Sanchez had the following report:

-          Update on the Quarterly on the fixed routes, Quarter 1 July-September 2025-passenger count-150,946, average 17.6 per hour, 853 wheelchairs, 2047 bikes, and OTP 95%.

-          Blue line in El Centro- 653 passengers for the quarter, 1.47 passengers per hour, 5 wheelchairs, 9 bikes, and 97% OTP.

-          Green Line El Centro- 770 passengers for the quarter, 3 wheelchairs, 1 bike, and OTP 9068.

-          Gold Line Brawley- 2,102 for the quarter, PPH 3.7, 12 wheelchairs, 23 bikes, and OTP 99.45%

 

IVT Access:

Ms. Pacheco had the following report:

-          IVT ACCESS first quarterly report- On time performance 98%, passenger per hour 2.61%, and total passenger count 1,540, total for the weekday 4,522

-          Saturday's passenger count was 123, and on Sunday, 95 passengers

-          994 wheelchairs, and no shows 18, late passengers 11, and non-ADA passengers 28 in 3 months

 

IVT Ride Now:

Mr. Guillen had the following report on all IVT Ride services:      

-          IVT RIDE NOW first quarterly report September (when service started) Calexico 2000 passenger.

-          IVT Ride Now El Centro, Heber, and Heber passenger count 3, 800.

-          IVT Ride Now – Brawley's count doubled.

-          Routes were not closed.

 

  IVT MedTrans:

Mr. Guillen had the following report:

IVT MedTrans first quarterly report 89 OTP, averaging 94 passengers per hour, and passenger count for the quarter 373, 5 wheelchairs, 6 no shows.

-          Within July, August, and September, we operated a total of 48 days.

6.       General Discussion:

- The EV charging station survey for the county is open until January 23.
